The main objectives of NCSA project:

To determine national priorities for capacity development in the area of global environmental management, namely under the three UN conventions: UNFCCC, UNCCD, UNCBD

To identify underlying constraints in Lebanon's capacity to manage its priority global environmental issues,
-
To prepare a national strategy and plan of capacity development actions to address these constraints.
The NCSA is a 5-step process, which is directed towards analyzing the country’s capacity strengths, constraints, and recommending capacity development actions to address them. In addition, the project aims at identifying cross-cutting capacity issues and to foster synergies among the Multilateral Environmental Agreements (MEAs). The five steps are:

Step 4: Cross-Cutting Analysis
Step 5: Capacity Action Plan & NCSA Report
In Addition, NCSA involves Capacity Building Activities through Information Dissemination and Communication with the Media:
1. The project targeted the Lebanese airlines company (Middle East Airlines) and three articles were published in the Cedar Wings magazine (
Issues: June-July 2006, February-March 2007 & October-November 2007).
2. An advertisement was published in the Daily Star newsletter on the occasion of the World Environment Day (June 6, 2006).
3. An interview with An-Nahar newspaper was published on April 21st 2007.
4. In collaboration with the Ministry of Environment, six TV spots (see table), previously prepared by the EPEAU (Enhancement of the Permanent Environmental Awareness Unit) project at MOE, were distributed to TV stations and were broadcasted accordingly on the different local channels:
