The NCSA is a 5-step process, which is directed towards analyzing the country’s capacity strengths, constraints, and recommending capacity development actions to address them. In addition, the project aims at identifying cross-cutting capacity issues and to foster synergies among the Multilateral Environmental Agreements. The five steps are:
