Aim

NCSA aims at the development of a National Action Plan addressing capacity constraints in the implementation of the three UN conventions: UNFCCC, UNCBD and UNCCD.


Objectives

  • To determine national priorities for capacity development in the area of global environmental management, namely under the three UN conventions: UNFCCC, UNCCD, UNCBD

  • To identify underlying constraints in Lebanon's capacity to manage its priority global environmental issues,

  • To prepare a national strategy and plan of capacity development actions to address these constraints.

The NCSA is a 5-step process, which is directed towards analyzing the country’s capacity strengths, constraints, and recommending capacity development actions to address them.  In addition, the project aims at identifying cross-cutting capacity issues and to foster synergies among the Multilateral Environmental Agreements. The five steps are:

Step 2: Stocktaking. NCSA prepared a Database for GEF Projects in Lebanon and a Database for GEF Reports & Publications

Step 3: Thematic Assessment

Step 4: Cross-Cutting Analysis

Step 5: Capacity Action Plan & NCSA Report
