What does ABQUAR stands for?

ABQUAR stands for Alleviating Barriers for Quarries Rehabilitation in Lebanon. The project is co-financed by the European Commission through Life Third Countries program and the Ministry of Environment and is managed and executed by the latter (as per decree no. 14685, dated 20-6-2005) with the external assistance of Earth Link and Advanced Resources Development (ELARD s.a.r.l.). It extends over a period of 2.5 years (or 30 months) starting in March 2005 and ending in September 2007 with a total budget of 463.592 €.

 

.:: ABQUAR Project | Objectives

The main goal of the project is to mitigate major obstacles impeding the management of the quarrying sector in Labanon by first identifying the existing barriers and then developing measures to overcome them. These barriers that the project will address are of the following nature

  1. Legal and institutional barrierse;
  2. Technical barriers;
  3. Financial barriers;

 

.:: ABQUAR Project | Outcomes

  1. Field surveys of all quarries of all types in Lebanon;
  2. Development of a GIS-based Decision Support System (DSS);
  3. Evaluation and updating of current institutional and legal frameworks;
  4. Strengthening of institutional and human capacities;
  5. Development of financial mechanisms and economic incentives for quarry rehabilitation
  6. Development of a national rehabilitation plan for quarries
  7. Increase of public awareness and participation; and
  8. Communication and dissemination of the project outcomes and results;
